Susan Dudley, my colleague at GMU’s Mercatus Center, has this very nice letter in today’s Washington Times. In it, Susan nicely explains Bruce Yandle’s indispensable understanding of the complementary roles played by "bootleggers and Baptists" in the regulatory process.
