I prefer to put it this way:
People who are of an altruistic bent are already helping people. The mere presence of a disaster in your community isn't sufficient to entice them to come to another community. If they can be helpful by driving a truckload of generators down AND make a profit, you know they'll apply it to their altruistic activities. Giving money to a successful entrepreneur or altruist serves the public good by encouraging her to be even MORE entrepreneurial or altruistic.
