"decentralization of decision-making authority is the way to go." I agree based on my experience in rural southamerican territory. I think that Federal or provincial governments intervention generate negative externalities, high transaction costs and distortions. These inefficiencies represent an increase in opportunity cost for local poor people.

Infact the world bank argues that Decentarlization has redeemed Ethiopia from disintegration/ Infact service delivery is improved in Addis Ababa; Regionaal in efficiency and suboptimality should be measured for income and economy before we praise it
