I'd be willing to bet that it will be read by more visitors to this blog than congresspersons.
I love this part at the beginning of the bill:
To stabilize State and local government budgets, in order to minimize and avoid reductions in essential services and counterproductive state and local tax increases.
Too late in Maryland taxes were hiked last year, many regressive. And guess what revenues did not come in as expected, or advertised when they pushed for the hikes.
