Under rational expectations stimulus injections by the government are largely anticipated and neutralized by other agents in the system – consumers who reduce expenditures elsewhere, firms who reduce investments – in anticipation of increasing government expenditures.

As someone who might be (or might have been) on the receiving end of "stimulus", I worry most that it missed me, that other factors of production will be "stimulated" while the "stimulus" only sucks opportunity along some stream I'm not fortunate to swim, leaving me to tread water in some vortex created by the swiftly shifting currents. If the rising tide lifts my boat and sinks someone else's instead, I guess I'll celebrate. What else can I do?
