… is from page 233 of of the 1978 collection, edited by Eric Mack, of Auberon Herbert’s essays, The Right and Wrong of Compulsion by the State [1]; specifically, it’s from Herbert’s 1898 essay “Salvation by Force”:
[T]hose who use force most freely are as a one-eyed race, with very limited perceptions, able to perceive dimly the immediate consequences, but not the more remote consequences of what they do.
