A few of my Law & Econ (ECON 840) students this semester have asked me for copies of my and Randy Holcombe’s July 1989 Public Finance Quarterly paper, “Government by Contract [1].” Coincidentally (I think), this morning a student at DePaul University e-mailed me to request a copy.
