Why so many Americans pay no income tax

This post by Keith Hennessey  from 2010 is full of valuable info on what has happened to tax credits in recent years. What stops this process from continuing? A family of four with income of $51,000 pays no income tax. Is this still true or has the policy changed since then? I still think we should get rid of the payroll tax  and raise income tax rates.
