Why so many Americans pay no income tax

This post by Keith Hennessey [1] from 2010 is full of valuable info on what has happened to tax credits in recent years. What stops this process from continuing? A family of four with income of $51,000 pays no income tax. Is this still true or has the policy changed since then? I still think we should get rid of the payroll tax [2] and raise income tax rates.
