Lutz, eds., 1983); specifically, it’s from a 1783 essay by “Anonymous,” writing from Charleston, SC, and entitled “Rudiments of Law and Government Deduced From the Law of Nature“:

A power to do much good, too constantly included a power to do equal mischief.
