The Swedish economic historian Eli Heckscher [3] has described how mercantilism [4] emerged from the need of European Renaissance rulers to gather rival groups into more ordered political structures, which developed into what we today call “nations.” Mercantilism [5], then, is the very wellspring of the nation-state.
