… is from page 136 of Albert Venn Dicey’s monumental 1905 volume, Lectures on the Relation Between Law & Public Opinion in England During the Nineteenth Century:

Legislation deals with numbers and with whole classes of men; morality deals with individuals.

One upshot: the moral sentiments that properly govern your relationships with members of your family, with your neighbors, with merchants and with customers with whom you deal, and with other flesh-and-blood individuals – each in a rich context of details – are often unreliable guides to what the state should do.
