To [Arthur] Okun, the good society is one that maximizes equality of circumstance. To me, it is one that maximizes use of voluntary agreement in organizing social activity. Neither ideal accords, I suppose, with popular sentiment today, but mine surely is closer to the historical aspirations of the American people than is his.
