… is from page 74 of the 2003 Barnes & Noble edition of Joseph Conrad’s 1899 novella, Heart of Darkness:

By heavens!  There is something after all in the world allowing one man to steal a horse while another must not look at a halter.

Calling their impositions “tariffs,” politicians steal money with impunity from people who choose to buy foreign-assembled goods.  Domestic producers benefit from this theft from consumers who are not permitted to spend their money as they please – and from future producers who, because of this theft, never acquire the resources and customer bases necessary to launch or to expand their enterprises.
