… is from page 148 of Richard Cooper’s 2000 paper “Foreign Economic Policy in the 1960s: An Enduring Legacy,” as quoted on page 507 of Douglas Irwin’s monumental 2017 book, Clashing Over Commerce:

The broad trade liberalization that has taken place over the past half century has strongly served US economic (as well as security) interests, in the decisive sense that it has increased US standards of living far more than would have been the case if world trade had remained restricted by policies such as those in place in 1945, or 1950, or 1960.
