… is from page 244 of the late Ben Rogge’s December 1963 speech “People, Problems, and Progress,” as this speech is reprinted in A Maverick’s Defense of Freedom, the 2010 collection of Rogge’s essays edited by Dwight Lee:

The profit signal is the signal sent out by his [the business-person’s] fellow human beings, acting as consumers, and, in fact, if he doesn’t listen to the signal, he is certain to be acting at odds with their wishes. Production for profit is production for use, and for the use of others as those others wish it to be.
