… seeing the very high ransom payments that desperate parents will pay for the return of their children from kidnappers, concludes that one sure means of increasing the wealth of the nation is to legalize kidnapping.

Truly, protectionists are as economically ignorant as this: they mistake the high payments that artificial scarcity and very real desperation can call forth as being sources of genuine prosperity.
