What the diversity of this collection of planning advocates suggests is the kind of intense conflict we can expect over control of a new RFC [Reconstruction Finance Corporation] agency. Notwithstanding the insistence by all planning advocates that one of the main purposes of setting up such an agency is to explicitly resolve conflicts among special interests, what they are really doing is holding out a new and very tempting prize for such divergent interests to struggle over.
