… is from page 173 of James Buchanan’s 1979 collection, What Should Economists Do? (H. Geoffrey Brennan & Robert D. Tollison, eds.); specifically, it’s the final two sentences of Buchanan’s 1965 “Foreword to Tullock’s Politics of Bureaucracy“:
Surely and certainly, however, man must cling to that uniquely important discovery of modern history, the discovery of man, the individual human being. If we abandon or forget this discovery, and allow ourselves to be drawn along any one of the many roads to serfdom by false gods, we do not deserve to survive.
