Hayek – in May of 1945, after a talk that he delivered in Washington, DC – offered to a question about tariffs (as quoted on page 20 of Bruce Caldwell’s splendid Introduction to the 2007 Definitive Edition [Bruce Caldwell, ed.] of Hayek’s classic 1944 book, The Road to Serfdom):
