… is from page 181 of Daniel Boorstin’s lovely 1998 volume, The Seekers:

[John] Locke also enjoyed the spectacle of rising commerce and flourishing trade with the colonies, which he identified with toleration and a more open society.  The example of Holland showed how toleration could nourish commerce, and how both could nourish culture.
