All doctrines tending toward economic self-sufficiency lead easily to jealousy and envy; the ‘mercantilist’ system was based on the view that the economic prosperity of one country could be secured only at the expense of other countries. Anglo-Dutch rivalry and, later, Anglo-French rivalry therefore appeared as a struggle for a prosperity which could be seized but not shared.
