… is from page 217 of the late William A. Niskanen’s 1998 essay “Bringing Power to Knowledge: Choosing Policies to Decentralize Knowledge,” which is reprinted as chapter 20 in the 2008 collection of some of Niskanen’s best writings, Reflections of a Political Economist:

All too often, the left is inclined to make a requirement of every virtue, the right to make a crime of every sin.  In the limit, this would make every human activity either required or prohibited, eliminating any remaining individual freedom.
