Rattner’s Focus Is Too Narrow

In an e-mail sent in response to this letter, my friend David Rose writes the following (shared here with his kind permission; original emphasis):

Cut him deeper by going higher.

Ask him what the socially optimal level of support is, and why it is what he claims it is. Without answering that question first, how can we possibly evaluate the relative desirability of such positive moral action to, say, clean drinking water in the Midwest?
