… is from page 501 of former U.S. assistant secretary of state for economic affairs William Clayton’s 1963 Political Science Quarterly article, “GATT, The Marshall Plan, and OECD,” as this quotation appears on page 464 of Douglas Irwin’s great 2017 book, Clashing Over Commerce:

I have always believed that tariffs and other impediments to international trade were set up for the short-term, special benefit of politically powerful minority groups and were against the national and international interest.
