… is from page 120 of Robert Higgs’s Summer 1998 Independent Review essay, “Official Economic Statistics: The Emperor’s Clothes Are Dirty,” as this essay is reprinted in the marvelous 2004 collection of some of Bob’s essays, Against Leviathan (footnote deleted):

Suppose we were to pose seriously the question asked rhetorically by journalist Peter Passell in his discussion of international trade statistics. “The transactions are voluntary and generally take place between consenting adults,” Passell observed. “So why is it anyone’s business but theirs?” Why indeed?
