I wonder if Biden and Katherine Tai, as well as Trump and Robert Lighthizer, will applaud the Chinese government’s express wish for action that, if successfully taken, would reduce China’s trade surplus. I wonder, more realistically, if any of these four ‘leaders’ remotely understands the connection between changes in foreign-investment flows and the trade balance.
