[I]deas are at work that lead the vast mass of disinterested people to keep a receptive ear open to the claims of regulation. In this context, I think that two of them deserve special attention. The first of these is the innocent but often fatal impulse to achieve perfect justice in the individual case. The second is the false belief that the complex forms of regulation which work within small, voluntary groups can be duplicated in larger, impersonal social settings.
